What would enhance downtown? How about free parking within a couple of 100 feet of where I would want to go. Then I wouldn't have to carry a bag of change in the car all of the time and worry about rushing back to feed the meter or move the car so overeager meter maids trying to increase the city's revenue give me an outrageous ticket. I always feel like anyplace that wants me to pay to shop is not very welcoming. While they are busy enhancing downtown, they could get rid of all the bums and panhandlers that accost you when you walk the streets. Or, put a cop on every corner to reduce the night time crime sprees so I could feel comfortable taking my family down there at night.

Oh, don't bother. I can get all of that with better selections at all the wonderful malls and strip malls in this town and at better prices. At least they don't have to pay for the aforementioned bums and panhandlers to ride around in the buses.

My best recommendation for downtown is to deconsolidate and move out to where real residents are at. Cities are so passe.
