		<description><![CDATA[Utlities should take over stormwater projects as well as streetlights.  Stormwater has been considered alongside sewage in every other municipality I&#039;ve lived in and the city council would never have created the controversy about the fees if it had been openly planned into overall utility expenses instead of creating yet another &quot;enterprise&quot;.

As far as the flower-filled medians and tree-line streets cited in the city&#039;s web survey of &quot;services used&quot;, exactly which citizens asked for these flowers to be planted in the medians and why?  What happened to the great push for xeriscaping that the city actually pioneered nearly 2 decades ago?

The U.S. is a nation of amazing volunteerism and Colorado Springs is home to a great number of community-minded groups.  I&#039;ll bet an appeal to volunteerism would enable us to maintain a great deal of the open space and other facilities and enable the city to focus limited resources on maintaining core services during this temporary downturn without creating a permanent tax increase.]]></description>
