    Nearly 9,000 of the 278,000 ballots for the Nov. 3 election have been returned to the El Paso County election office because they are undeliverable. While 9,000 returned ballots sounds like a lot, Election Specialist Emily Rome said that's about the average percentage of ballots that are undeliverable each election.
