		<description><![CDATA[A goal of 30%.....that&#039;s ludicrous.  It should be a minimum of 75%.  Any contract or bid that can be performed to specifications by a local company who submits a competitive bid should be done locally.  For instance there was no advetising/pr firm in Coloorado Springs that could have handled the PR job for SDS.  Why did that $742,000 have to go to Denver, although it could be argued it shouldn&#039;t have been spent.  This is one more example of why we need a professional board of directors overseeing Colorado Springs utitllities.  TheCity Council can&#039;t go they job.]]></description>
