Forbes has listed Colorado Springs as one of the worst job markets in the country for this winter.

The ranking is based on the quarterly Manpower employment outlook survey.

The report said Colorado Springs has  a 3-percent employment decline for the first quarter of 2011, based on surveys that said 11 percent of employers plan to hire while 14 percent said they plan to staff.

The Springs shares the designation in a three-way tie with Akron, Ohio, and Columbia, South Carolina.
