		<description><![CDATA[El Paso County has a history of trying to &#039;skirt&#039; the law.  As a result, we have a high level of distrust among the public for elected officials.  Net result is that in a community demographically defined to be against both government and taxes, local officials have further strengthen the resolve of voters to vote down the necessary funding we need to compete with other cities for business.  The lifeblood of the community.  There is a word that better defines &#039;shortsighted&#039; but it escapes me at the moment.]]></description>
