Dr. Brian Burnett, vice chancellor of administration and finance at the University of Colorado at Colorado Springs, has been elected vice president of the Downtown Partnership of Colorado Springs.

Nancy Bunker was named sales manager, crew and volunteer coordinator at the Colorado Balloon Classic. She was previously with the Colorado Springs Chamber of Commerce and Junior League of Colorado Springs and is experienced in sales, organizing and networking.

Western Energy Alliance Board of Directors has selected Tim Wigley as its new president. Wigley will oversee the 400 company trade association and its efforts to promote the energy potential of the West. Wigley comes to Western Energy Alliance from PAC/WEST, where he managed the firm’s Washington, D.C. operations. He has experience in educating policymakers on energy, forest management, mining and manufacturing issues.

The Institute of Business & Finance awarded John Knight with the graduate level designation of Certified Fund Specialist, which indicates mastery of portfolio construction, risk measurement, manager selection, income strategies, retirement accounts, taxation and the psychological aspects of investing.

Jim Weaver has been promoted to the director of branding and strategy at Graham Advertising. He will assist clients in long term branding and strategic initiatives, and drive continued efforts to expand the company’s portfolio of national and international clients.

Matt Barrett has been promoted to chief operations officer at Graham Advertising and Windstar Studios. He will continue to grow in his responsibilities within the company’s strategic operations.

Linda Hatten has been promoted to chief financial officer at Graham Advertising and Windstar Studios. She will take on a larger role in the companies’ financial strategy.

The City of Colorado Springs named Rick J. Rudometkin streets manager. He comes to Colorado Springs from Modoc, Calif., where he was the director of Transportation/Public Works for Modoc County for the last four years and recently served as its chief administrative officer. Rudometkin had a bachelor’s degree in business management from Woodbury University and has worked in both the public and private sector.

Benchmark Hospitality International, a U.S.-based hospitality management company, has named Guy Tomlinson controller for Cheyenne Mountain Resort. Tomlinson was previously director of financial services for the Colorado Springs Marriott Hotel. He has also held management positions within finance at major communications, data processing and hospitality management companies. Additionally, Tomlinson has served as adjunct professor for Pikes Peak Community College.
