I surmise that the DEA will make high-profile raids to assert their authority, but as a practical matter without local help they will be severely hampered in anything they do.]]></description>

		<description><![CDATA[Amy..  Correct. Local jurisdictions can ban commercial sales.  They can not however ban the provision that allows adults 21 and older to grow up to six plants in their homes.  This provision might be an incentive for local jurisdictions to allow a limited number of commercial retail outlets selling recreational marijuana.  

The personal six plant grow does not require any permission or registration with local or state officials.]]></description>

If Colorado Springs wants to ban marijuana sales, the City Council can make that choice, or people can put it on the ballot to decide whether to ban it. But unless that&#039;s done, about 14 months from now, it will be available in the retail market.]]></description>
