Jan Weiland has been promoted to executive vice president, investments at Cascade Investment Group. Her current practice is devoted to helping her high-net-worth clients achieve their financial goals using portfolio management techniques. She works with a team of professionals who provide expertise on tax and estate planning, and has been with Cascade since November 2000.

Robert Newborn, acquisition project officer, Defense Logistics Agency Distribution Acquisition Operations, has been selected for the Department of Defense Center of Excellence in Logistics and Technology program in Advanced Logistics and Technology. LOGTECH is designed for military and industry leaders in logistics and supply-chain management to develop and improve their knowledge, decision-making processes, collaborative skills and networking opportunities.

Pikes Peak Country Attractions Association named Ryan Cole executive director. Cole has experience in online marketing, social media and tourism. After graduating from Cheyenne Mountain High School and Colorado State University, he spent many years in Wichita, Kansas promoting attractions and, most recently, running an online marketing and social media company he helped found.

Pikes Peak Community College named Phillip M. Tinsley interim executive director of the PPCC Foundation and Karen Kovaly as marketing support specialist. Tinsley, who is also a member of the PPCC Foundation’s Board of Directors, will provide leadership while the college searches for a permanent executive director. A retired Navy pilot, he recently retired from Lockheed Martin. Kovaly will coordinate and integrate all marketing and communication efforts. Her role will include project management, event communications, media relations and internal communication. Previously, Kovaly spent 10 years as the director of corporate relations for YMCA of the Pikes Peak Region.

George J. Garro was named branch manager, senior vice president investments at Raymond James Financial. He was previously with Sanders Morris Harris. Garro has more than 30 years’ experience in the industry, 27 of which were spent in various positions at Morgan Stanley Smith Barney.

Gov. John Hickenlooper announced several board and commission appointments: James Clinton Fladland will serve on the Colorado Commission on Low Income Energy Assistance, and Chad E. Wright will serve as a Democrat and resident of the 5th Congressional District on the State Housing Board.

The 2013 National Security Innovation Competition, which will be April 26 at Cheyenne Mountain Resort, named its finalist judges: Dr. Adam Cox, deputy director, Homeland Security Advanced Research Projects Agency; Doug DePeppe, principal, i2IS CyberSpace Solutions; Shawnee Huckstep, CEO TechWise Corp.; Susan Wirwille, director, Science and Technology Directorate, U.S. Northern Command; and Tim Worral, senior partner, Dorsey-Whitney.

Reinhold Wigand, vice president, wealth management adviser of Merrill Lynch’s Colorado Springs office, recently earned the Certified Private Wealth Advisor certification awarded by the Investment Management Consultants Association. This credential is awarded to individuals who are trained to work with high-net-worth clients during their wealth life cycle: accumulation, preservation and distribution.
