Council approves water rate increases to pay for SDS 

City Council voted 8-1 today to give approval to two water rate increases to pay for  the long-planned Southern Delivery System. The increases, each amounting to 12 percent, will take effect during 2011 and 2012.  Planned increases through 2016 will almost double existing rates.
